Will the Russian 2024 autumn draft demobilization start on time?

Resolves the same as the original on Metaculus.

Resolution criteria

This question resolves as Yes if a presidential decree for demobilization of conscripts is issued before October 1, 2024, and said decree mentions that demobilization must start not later than October 7, 2024. If no presidential decree about demobilization is issued on time, or demobilization is postponed to later date, this question resolves as No.
